Indeed it is, but it is also a rationalization of murder: It's ok to kill jerks.

I watched all seasons of Dexter. I really liked it, and somehow I wish that people like that were real: Murderers who don't care about the law, yet obeying a strict set of rules so that no innocents are killed or harmed...
