Question Clip Zip - Possible Dead Battery PCB?


I have a clip zip that all of a sudden refuses to turn on. After taking it apart, I measured the following voltages:

The actual cell itself: 3.6V~
+ve and -ve at the main PCB side: 0.8V~
-ve and the (assuming) thermistor wire at the main PCB side: 0.0V

I am guessing at this point the cell protection PCB is dead?

What I tried:
1. Charging the actual cell itself to ~3.9V. Output to main board still 0.8V~.
2. Bypassing the cell's -ve to the main PCB's -ve.

Any help/advice please? Thank you in advance.
