No. If you use -V2 --vbr-new (You want to make sure you have a space between -V2 and --vbr-new) you will get a file size that is totally dependent on the quality requirements calculated by the encoder. So a higher complexity file will give a higher bitrate, whereas a lower complexity song will yield a lower bitrate, you cannot set the bitrate, that is why it's called VBR: Variable Bit Rate. V2 will give you bitrates in the 190kbps range, or about 1.5 MB per minute. If you use something like a V5 you will get something more along the lines of 128 kbps (it's still variable) or around 1 MB per minute. Much lower than that and you'll start to notice quality degradation. It's a sliding scale, the higher the number you use next to the big V, the lower the quality, but also the smaller the file size.
