Default Recharging S9 in England

I've searched the manual for info -- in vain. Do I need a converter to recharge the S9 in England? Does anyone out there know?

I believe England's electrical voltage is 220-230 volts. So yes, you would need a voltage converter (and probably a plug adaptor as well) to safely charge your portable device made for use in the States, regardless of the brand.

You can use a USB charger that's appropriate for the country it's being used in. That will deliver the USB standard 5 volts to the S9 regardless of what is being supplied to the charger. There's also travel adapters that will allow you to use a USB charger from the US in other countries that have different supply side current than the US.
