Why does the "on battery" stat reset when I turn on/off my SGP? And is it normal?

The "on battery stat" is the time and battery usage statistics for the battery since the last time tge device was turned on. So yes I believe it is normal to reset. Mine does the same.

not necessarily, it seems to vary with the roms but most only reset that counter when its been plugged into charge but some wipe battery stats on every boot apparently.

It stops "resetting" after it gets to a certain percentage/time.
