Didn't he say he wants strong bass? If so, a balanced armature IEM wouldn't be a good idea. I am very impressed with the JVC HA-FX101 IEM. It is a great improvement over the HA-FX1X both in terms of sound quality and fit. For under $20 the HA-FX101 is a great buy. It has strong bass, but also good clarity.

Imo the Portapro is very overpriced. The Sportapro sounds the same as the Portapro but is around half the price. For $50 the Sennheiser PX100II sounds much better than the Portapro. The PX100 has around the same amount of bass of the Portapro, however the PX100II has better controlled bass, and better treble and clarity. If you are okay with an average amount of bass, the JVC HA-S160($12 wih free US shipping at B&H) is imo the best compact headphone under $40. While the HA-S160 is closed, its isolation isn't so great due to its small size.
