It's called ZuneConsole.exe, but may not have the file extension depending on how you have Windows displaying files. It'll have the Zune logo for an icon. When you run it, make sure you right click and select "Run As Administrator" if you're using Windows 7 or Vista. Also, I've noticed that you do not have to purge your Zune HD in order to have custom backgrounds. I've been able to delete the artist from the device (on the artist menu, hold on the artist and pick delete), "hook" ZuneConsole, start the software, connect the Zune and resync the artist and the new background I created will end up on the device. Sometimes, it will take a while (15+ minutes) for the background to show up, but it works!
