modifying games/subway maps

Searching all over the vast internet has shown nothing yet so can anyone here help me,
What I'm trying to do is modify the pictures in the subway maps to be something useful, like a screenshot of Google maps. Are there any programs to extract and read the arc files?
My first idea to just have pictures of maps and look at them in the photo viewer failed because the zoom stops at 400%

the only idea i have is log onto google maps on your pc zoom in as much as you need and then take a screenshot or a snip depending on your OS
