Default Boot With a Custom Keyboard Layout

I followed the instructions at http://www.rockbox.org/wiki/LoadableKeyboardLayouts and made a file, which I can "play" to load a keyboard layout. I tried putting it into the .rockbox folder to have it load at startup like it says, but it doesn't.

Does anyone know if there is more to the instructions?

in my config.cfg I set it as...

kbd: /.rockbox/keyboard_02.kbd

and on startup it works.
