How can i get themes on my s9?

Actually.. I dunno if this is because of the new firmware or not (just started using the S9 a few days ago), but if you go to settings\display and enable wallpapers, you can go into your picture collection and set any of them as your background. Still think the stock black background works best with the icons though..

Go to Pictures, tap on 1, then tap the lower right hand side of the screen (where it says "Zoom" - it also says "Flip"), now tap the rectangle w/the arrow in it (4th icon). That sets the picture as the background.

Darkside is right on both accounts. There is an UCI by Claw called Wallpaper that addresses screen backgrounds. With his UCI you can change the wallpaper with with some automation to change during the day and with different background for each of the screens. e.g my main screen tends to have cool designs and the music screen has bands that change about every 4 hours during the day. It's a small thing, but, it keep it from getting boring. Besides, with a screen as cool as the one on the S9, I really want to see different images. It's kind of like a really slow slide show. So you never really know what image you'll see when you activate it. And if you get tired of an image, you can change it on the fly. Worth looking at IMHO.

Where does is it fail?
Can you flip the zoom bar?
After you flip the bar, you get a menu with the box with an arrow pointing up then to the right.

You have to accept the selection by tapping on the the same screen pick to close the menu. If you click the circled x you canceled your selection.

i downloaded the firmware onto my s9, and it helps A LOT!!! now i have a picture of my cute little nephew on my background, what else can i do with it?

Concerning the look of your S9 the firmware doesn't help much more but lets you change the font (if you want to install a user font). If you want more visual changes you have to choose one or more of the user created themes and install them.

Some change the look of the menu and/or music screens to a fixed new style (like the one in you picture) and others let you modify the look by yourself (custum icons for example). Basically you can change both menus to different custom menus. Advancing further, some interfaces let you have much more menus, if you like. But not all custum user interfaces (UCI's, user created interface) work properly with each other. And each of them has its advantages/disadvantages.
