I don't know about Sanse PLP To Rockbox (none of my Google searches turn up anything more than the multiple threads you've started on the subject), but perhaps this would do for the time being:
plp-and-m3u-converter-and-compiler You'll want to make sure you have Java installed on your computer to use it.
