unicode playlist maker

is there any playlist maker that is able to create in unicode for portable devices?

i am currently connecting my phone in mass storage mode (it is the fastest way to get songs on rather than MTP). but i am unable to find any software that is able to create playlists on my computer using the files on the device itself.

i tried using winamp, but unfortunately it cannot create unicode playlists on my portable device.

anyone has any good playlist makers to recommwend? thanks!
