You can try http://www.rdslist.com/

Not a completely exhaustive list, but it's a start. Be aware, however, that the PTY codes used in Europe are slightly different from those used here in the US. Not a big deal, just that you will have inaccurate genre information if the station broadcasts a PTY code on their specific subcarrier. For example, if they broadcast a PTY code of 5 (which is the code for Rock here in the US), the P2 would display it as "Education"

nope, you don't need anything else
all my stations have it. make sure your in a location to where you get good reception you'll get the data faster. when I'm outside it gets the info within 10 secs, but at work, when surrounded by concrete it'll take as long as a full minute

The FM region setting only tells the device what bands are used for broadcasting. Japan's FM frequency range goes much lower than in the US, and the "Other Countries" setting allows for changing the frequency by .05 at a time. In order to change to the EU region to get RDS, you have to change the firmware region on the device itself. For that, you need to follow this guide here: http://anythingbutipod.com/forum/showthread.php?t=25784
