I'd recommend foobar2000 for encoding the WAV files, it's IMHO...

I prefer Ogg Vorbis over mp3 as well. For audio books it works pretty good at very low bitrates (maybe only beaten by HE-AAC) and for music it has a pretty good quality/size radio at higher bitrates...
