It seems almost definite that this is a hardware error from the water damage in my opinion. You can always try reformatting the K3 in windows explorer (to clear the storage completely) and reloading...

While the CPU may have the ability to decode video, Samsung would not enforce video playback on an OLED this size. I think it's safe to say that they don't have any further plans to change this...

Samsung hasn't said anything about a new firmware yet, so if anything comes it will be a surprise. As others have done in the past, moving from any given firmware to another should be possible.
